NOTICE OF REQUEST FOR QUALIFICATIONS
FOR ARCHITECTURAL AND ENGINEERING SERVICES
The Tucker County Development Authority, Tucker County, West Virginia, is in the process of obtaining Statements of Qualifications from qualified architectural and engineering firms to provide a variety of professional services for the Tucker County Development Authority, including the Tucker County Business Park located at Davis, West Virginia, and other Authority properties and development projects on an as-needed basis.
Professional services to be provided may include, but are not limited to:
- Site planning and development, including grading, drainage, stormwater management, and related infrastructure;
- Surveying, mapping, environmental and geotechnical assessments, and other site investigations;
- Roadway and site access planning, design, development, and permitting, including coordination with the West Virginia Division of Highways;
- Water, wastewater, stormwater, electric, telecommunications, and other utility planning, design, permitting, and infrastructure development;
- Preparation of preliminary engineering reports, feasibility studies, plans, specifications, cost estimates, permit applications, and bidding documents;
- Assistance with federal, state, and local permitting and regulatory requirements;
- Architectural and engineering services related to the planning, design, permitting, and construction of buildings and related facilities;
- Review of proposed private development and tenant site plans;
- Construction administration, inspection, and related implementation services; and
- Other architectural, engineering, and related professional services necessary to support the planning, permitting, infrastructure development, construction, and continued development of the Business Park and other Authority properties and projects.
Services will be authorized through individual Task Orders as projects and scopes are identified and approved by the Authority.
Sources of funding for these projects may include, but are not limited to, the Appalachian Regional Commission, U.S. Economic Development Administration, West Virginia Department of Economic Development, West Virginia Economic Development Authority, USDA Rural Development, West Virginia Division of Highways, West Virginia Infrastructure and Jobs Development Council, and other federal, state, local, or private sources.
Procurement of said services will be in accordance with West Virginia Code Chapter 5G, 2 CFR Part 200, where applicable, and other applicable federal and state requirements.
All firms interested in being considered for this selection must submit by email a Statement of Qualifications detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references.
The goal of the competitive process is to objectively select the firm or team of firms best qualified to provide the required professional services. Accordingly, technical expertise, qualifications, and related experience will be weighed heavily. Firms determined to be most qualified will be invited to participate in interviews. Following the selection process, the Authority will negotiate the scope of services and a fair and reasonable fee with the highest-ranked firm in accordance with applicable law.

Statements of Qualifications will be accepted until 4:00 p.m. on Friday, November 20, 2026.
All work will be performed in accordance with applicable federal and state laws, regulations, and requirements. The selected firm will be required to comply with applicable Title VI, nondiscrimination, equal opportunity, conflict of interest, access to records, and other applicable federal and state requirements.
The Tucker County Development Authority reserves the right to accept or reject any and/or all submissions.
